Compared with the traditional CCC certification process, the China National Certification and Accreditation Administration (CNCA) established the CCC self-declaration process as the only certification process for specific products.

CCC self-declaration (also known as China self-declaration, declaration of conformity (DoC), compulsory product certification self-declaration/certification self-declaration or more prominent Chinese supplier declaration of conformity (SDoC)), as a manufacturer’s declaration, manufactures Products comply with Chinese standards and continue to maintain product compliance in accordance with Chinese regulations. The applicant must be a Chinese company with a Chinese contact in China to pass the self-declaration process of China's compulsory certification. The applicant can only be a subsidiary or distributor/importer of the manufacturer.

The manufacturer’s CCC statement is similar to the simplified form of the traditional CCC certification, but the risks to the manufacturer and applicant are quite high.

CCC SDoC is governed by CNCA-00C-008:2018. However, the CNCA implementation rules for individual component categories are still valid and manufacturers must abide by them.

Before starting the self-declaration process of China's compulsory certificate, the quality management system should always be internally audited to check whether it continues to meet the requirements of CCC certification for product conformity (CoP: Conformity of Production) in compliance with China's GB standards and regulations (CNCA). Implementation rules).

The CCC China self-declaration process is roughly the same as the regular CCC certification process. There is no need to submit an application to a Chinese certification body such as CQC or CCAP. Instead, the applicant's contact person applies in the CCC self-declaration system of the CNCA agency. The most important difference in this process is that no factory inspection is required. On the contrary, the manufacturer must autonomously enter all necessary information into the online system, and it is up to him to continuously monitor the information and compliance. In addition, the CNCA does not conduct any checks on the correctness of the application documents.

We recommend that you adhere to the established annual review process by obtaining voluntary certification and obtaining a supplier's declaration of conformity. Conducting an annual audit may seem more complicated and time-consuming, but since the audit and process are organized and approved by a Chinese certification body, it can provide you and your customers with more security.

Product testing is still mandatory, but is now divided into Type A and Type B:

Self-declaration for category A products (see the table above): Product testing by selected laboratories*1 Self-declaration

Class B product self-declaration (see the above table): designated laboratory product testing *2 self-declaration

If the test is successfully completed, the test report is uploaded to the online system together with other application documents, and the application will be processed by the CNCA.

If all application documents and test reports are formally and orderly, the CNCA will issue the CCC self-declaration through the online system.

Then the manufacturer can affix the CCC mark on the certified product.

During the entire validity period (10 years) of the Chinese SDoC, the manufacturer must be responsible for ensuring continued compliance with Chinese standards (CoP: Conformity of Production). This applies in particular to test standards (GB standards) and CNCA implementation rules.

Product compliance must be ensured through annual product testing conducted in accordance with China's GB standards.

In addition, the quality management system must be continuously monitored by internal audits.

It should be noted that, compared with the conventional CCC certification process including annual factory audits, manufacturers and applicants have increased responsibilities and obligations for this new process.

Possible reasons for non-compliance include: implementation of major changes without the approval of CNCA, incorrect identification, incorrect classification of units at the time of application, unauthorized adjustment of production processes, unauthorized relocation of production, etc.

Due to the nature of the certificate self-declaration, if there is a deviation, it is expected to be subject to higher penalties and sanctions.

The Chinese authorities are expected to strengthen inspections (port inspections) on product imports and vehicles themselves. In addition, it can also conduct control checks on the Chinese market, such as the sales of components.

Therefore, the authorities must constantly consider possible changes to standards and regulations (GB standards and CNCA implementation rules).

The company's own change management system must also be particularly reliable, because every change of products and various changes of the factory must be approved in advance by the CNCA.

The certification of the entire vehicle can be particularly troublesome here, because the vehicle manufacturer must always ensure that the consistency of production (CoP) of the components meets the GB standard. Due to the lack of review, CCC alone cannot guarantee this by self-declaration, which increases the risk for automakers.

In our view, cooperating with Chinese certification bodies to maintain the current certification process as part of voluntary certification is a safer and more risk-averse method for auto suppliers and automakers. The CCC self-declaration by itself does not ensure the supervision of production consistency and may cause problems.

The inclusion of Chinese companies in the social credit system introduced in 2014 also includes the risk of lowering social rating scores if there is a violation of Chinese regulations. The applicant for the declaration of conformity of the Chinese supplier must be a Chinese company (subsidiary of the manufacturer or importer/distributor). The company must submit a certificate of its social credit system when applying for the China CCC self-declaration. Therefore, if the product has non-conformities, the applicant's rating will be at risk. Serious violations can result in the suspension of business licenses.
